RXLib is a widely used freeware component collection, available at http://sourceforge.net/projects/rxlib and elsewhere.
Installing it is not as trivial as there is no installer provided.
Follow these steps:
first compile the run-time Rx*.dpk packages
then move those *.dpl files to your windows system directory
then compile and install the dcl*.dpk files
