Select the chart. 
           Click the Layout tab under Chart Tools. 
           Click the Axis Titles button

Point to Primary Horizontal Axis Title, 
           and then click More Primary Horizontal Axis Title Options.

Or Point to Primary Vertical Axis Title, 
           and then click More Primary Vertical Axis Title Options.
