Description
The EncodeDateTime function generates a TDateTime return value from the passed Year, Month, Day, Hour, Min, Sec and MSec (millisecond) values.
The permitted parameter values are :
Year = 0..9999
Month = 1..12
Day = 1..31 (depending on month/year)
Hour = 0..23
Min = 0..59
Sec = 0..59
MSec = 0..999
If you exceed these values, an EConvertError is raised.
